What is Justitia 4.0?
Justitia 4.0 is the national program that enables electronic legal proceedings across Switzerland. Its purpose is to allow courts and legal professionals to exchange procedural documents digitally, securely, and using shared standards.
As the program is rolled out, physical case files and paper submissions are gradually being replaced by digital dossiers, electronic filings, and structured document exchange. This affects the entire lifecycle of a case, from initial correspondence to archiving.
The legal basis partially entered into force on 1 October 2025. It allows the Confederation and the cantons to establish the public-law corporation "justitia.swiss", provided the Confederation and at least 18 cantons take part.
Private.Your exchanges with the court are private and secure.

Deadlines in plain sight
Every delivery shows how long remains before Justitia deems it served.
Filed where it belongs
Ketl recognizes the case a delivery belongs to, and its documents land in that case’s folder.
Searchable on arrival
Imported documents are read and indexed, ready to search or to ask Ketl about.
The whole exchange in the case
Deliveries received and submissions sent sit together in the case, each with its status.
Why this transition to Justitia creates friction
Most legal and administrative teams already use digital tools, yet many daily workflows still rely on informal, manual practices.
As long as documents stay internal, these weaknesses remain manageable. When documents must be exchanged digitally with courts and external parties, inconsistencies surface immediately.
Inconsistent Saving
Documents are saved inconsistently across different locations with no single source of truth.
Varied Structures
File structures vary by person, team, or matter, making cross-team work unpredictable.
Email Archives
Email inboxes function as personal archives, invisible to the rest of the organization.
Unclear Naming
Naming conventions are unclear or ignored, making retrieval unreliable.
Individual Knowledge
Knowledge remains tied to individuals rather than systems, lost during turnover.
Why document organization becomes operationally critical. Digital legal proceedings assume organizations can reliably:
Identify the correct document
Ketl renames every document to your conventions, so the right version is clear at a glance.
Retrieve it quickly
Ask Ketl and it finds the document in seconds, with its source.
Share it with certainty
One copy in Microsoft 365, with the right access for every lawyer.
This depends less on software features and more on how documents are organized from the moment they enter the system. Without these fundamentals, digital submission increases effort instead of reducing it.
Common hurdles in preparing for Justitia 4.0. These issues surface during audits, staff changes, urgent filings, and cross-team collaboration.
Filing and renaming documents consistently
Every document received or sent follows your naming conventions and lands in the right file.
Managing individual access for each lawyer in a multi-lawyer firm
Rights and files by lawyer in Ketl.
Preparing documents in the correct format before sending
Built-in PDF tools, including automatic PDF splitting.
Avoiding duplicate entry across Justitia, firm software, and archiving
Ketl works inside Microsoft 365: documents are entered once and follow the case, with no parallel system.
Finding a procedural document inside a large file
One single place for the file's documents. Find a procedural document by asking Ketl a question, with its source.
